The Chola empire (9th–13th centuries CE) is celebrated not only for its conquests and temple architecture but above all for its remarkably sophisticated system of local self-government. While the king stood at the apex of administration, day-to-day governance of villages was left almost entirely to village assemblies, making the Chola polity one of the earliest examples of decentralised democratic administration in world history.

Chola villages were of three broad types, each with its own assembly. The Ur was the general assembly of ordinary (vellanvagai) villages where landholders of all communities participated. The Sabha or Mahasabha functioned in Brahmadeya villages — villages gifted to Brahmins — and was the most elaborately organised. The Nagaram was the assembly of merchants and traders in commercial towns. Above the village stood larger territorial units: several villages formed a Kurram or Kottram, several kurrams a Valanadu, and valanadus together formed a Mandalam (province) — the empire had eight or nine mandalams.

Our most detailed knowledge of how a Sabha functioned comes from the two famous inscriptions engraved on the walls of the Vaikunda Perumal temple at Uthiramerur (Kanchipuram district), dated to about 919 and 921 CE, in the 12th and 14th regnal years of Parantaka Chola I. The second inscription amended and perfected the rules of the first — showing that the system was living and self-correcting.

The village of Uttaramerur was divided into thirty wards (kudumbus). Every year, one member was chosen from each ward by the Kudavolai (pot-ticket) method: the names of eligible candidates of a ward were written on palm-leaf tickets, the tickets were placed in a pot, and in a full public assembly a young boy drew one ticket for each ward. This combined election with lot, eliminating campaigning, bribery and factionalism.

Candidature was hedged with strict qualifications. A candidate had to be between thirty-five and seventy years of age, own more than a quarter veli of tax-paying land, reside in a house built on his own legally-owned site, and know the Vedic mantras and Brahmanas. A concession existed: a man who knew one Veda and one of the four Bhashyas could qualify even with only one-eighth veli of land. Equally striking are the disqualifications: anyone who had been on a committee but failed to submit accounts, anyone who had committed any of the first four great sins, anyone guilty of forgery or who had ridden an ass as punishment, and even the close relatives of such persons, were barred. A member who had served once could not stand again for three years — an ancient anti-incumbency and rotation principle.

The elected thirty were distributed among executive committees called Variyams. The twelve most senior and learned members formed the Samvatsara Variyam (annual committee); twelve formed the Eri Variyam (tank committee), vital in an irrigation-dependent economy; six formed the Thotta Variyam (garden committee). Other committees mentioned in Chola records include the Pon Variyam (gold committee, supervising temple treasury), Nyaya Variyam (justice), Dharma Variyam (charities) and the Pancha Variyam (standing committee). The Sabha managed land records, collected and remitted taxes, maintained irrigation tanks, ran temples and charities, settled disputes and even sold land for tax arrears. Officials worked without salary; misconduct meant fines and permanent disqualification. This system flourished especially under Parantaka I and Rajaraja I, and stands as a proud chapter that TNPSC repeatedly tests under both History and Indian Polity (evolution of local self-government, compared with the 73rd Amendment’s Panchayati Raj).
