Union Home Minister Shri Amit Shah on 22 October 2026 attended the inauguration and foundation stone laying ceremony of Yamuna rejuvenation related projects worth 8,941 crore rupees in Delhi. The package covers forty-three water and sewerage projects in all: ten projects costing 2,827.11 crore rupees were inaugurated and foundation stones were laid for thirty-three projects costing 6,114.11 crore rupees. The Home Minister said that as soon as the present government was formed in Delhi, the Prime Minister placed before the Delhi government a plan of action to make the Yamuna pollution free, and that forty per cent of the work under that plan has so far been completed. He said that for the past thirty years previous governments allowed Delhi's sewage water to be discharged into the Yamuna and allowed two thousand tonnes of cow dung from dairies to be dumped into the river every day. The governments at the Centre and in Delhi, Haryana and Uttar Pradesh have jointly prepared a roadmap for the three states through which the Yamuna is to be made clean, and the stated target is to clean the river before May 2029. The Chief Minister of Delhi, Smt Rekha Gupta, described the package as one of about nine thousand crore rupees. The Home Minister said the aim is to build a Delhi where homes are beautiful, water is pure, streets are clean and there are no mountains of garbage, and where a cleansed Yamuna can bestow its blessings on the people from Delhi all the way to the Sangam at Prayagraj.

The Commissioner of the Greater Chennai Corporation, Dr G. S. Sameeran, set out the civic body's northeast monsoon preparations on 22 October 2026. One hundred and three disease prevention medical camps are being run, up from about forty a day earlier in the season, and more than three thousand three hundred people were treated in the camps on 21 October alone. Two hundred and twenty relief centres and one hundred and eleven community kitchens have been kept ready, stocked with about twelve thousand three hundred kilograms of rice, two thousand three hundred and fifty five kilograms of pulses, one thousand five hundred and ninety litres of cooking oil and six hundred and ninety six kilograms of salt. More than seventy eight thousand trees and branches have been trimmed, two thousand two hundred and fourteen additional workers have been deployed, and hundred horsepower pumps are draining the Velachery and Kallukuttai areas. Separately, district collectors declared a holiday for schools on 22 October in five districts — Tirunelveli, Thoothukudi, Tenkasi, Kanniyakumari and Tirupattur — and schools in Puducherry and Karaikal were also closed. The spell was driven by a low pressure area which had been over the southwest Bay of Bengal on 21 October and which, by half past eight on the morning of 22 October, had moved over the Kumari sea area, south Tamil Nadu and Kerala. In the twenty four hours ending that morning, the Regional Meteorological Centre at Chennai reported the state's highest rainfall at Ezhuthesam in Kanniyakumari district with fifteen centimetres, followed by Oothu in Tirunelveli district with thirteen centimetres and Tiruchendur in Thoothukudi district with twelve centimetres. For 23 October the Centre forecast very heavy rain at isolated places in Kanniyakumari, the Nilgiris and Coimbatore, and heavy rain in twenty six districts, with fishermen warned of winds of thirty five to forty five kilometres an hour gusting to fifty five.

The Speaker of the Lok Sabha, Shri Om Birla, announced on 22 October 2026 that the twelfth BRICS Parliamentary Forum will be held in the Central Hall of Samvidhan Sadan in New Delhi on 26 and 27 October 2026. The Forum is being hosted under India's chairship of BRICS, which India assumed from Brazil on 1 January 2026 and under which the eighteenth BRICS Summit was held at New Delhi on 12 and 13 September 2026. The theme of the conference is Strengthening Parliaments for People-Centric Development. The Speaker said the Prime Minister will grace the Forum and meet the leaders of the visiting delegations. Presiding officers of parliaments, members of parliament and other dignitaries from BRICS member and partner countries will deliberate on strategic priorities for parliaments, and the proceedings are organised around four high level sessions on resilience, innovation, cooperation and sustainability. The deliberations will cover parliamentary functioning in relation to institutional resilience, ethical artificial intelligence and digital transformation, reform of global governance and sustainable development. The international affairs committees of BRICS member and partner countries will separately discuss parliamentary diplomacy, capacity building and the exchange of best practices. Delegations have been invited from the eleven BRICS member countries and ten partner countries, of which Saudi Arabia and Ethiopia have declined to attend.

The Central Government has notified the Telecommunications (Regulatory Sandbox) Rules, 2026 under the Telecommunications Act, 2023. The rules were published in the Gazette of India on Wednesday, 21 October 2026, and came into force on that same date, the date of their Gazette publication; the notification was reported in the press on 22 October 2026. They finalise the draft Telecommunications (Regulatory Sandbox) Rules which had been published for public comment on 27 November 2024, the Government having stated that the objections and suggestions received were considered. A regulatory sandbox is a controlled environment in which a new product, service, technology, process or business model may be tested live under the regulator's supervision while being relieved of some of the obligations that would otherwise apply. Under the rules, telecommunication companies, research institutions and other eligible applicants may apply on payment of a non-refundable processing fee of ten thousand rupees. An approved sandbox may run for up to twenty four months and may be extended by up to twelve months at a time, subject to the prescribed conditions, with any request for extension to be made at least thirty days before the existing validity expires. Participants must retain their work plans, methodologies and records of user consent for at least one year after the validity expires, and for longer if the Central Government so requires. During the period of testing the product or service under trial must not be made commercially available in the market and the participating users must not be charged, and their prior consent is required. The rules permit exemption from certain provisions of the Telecommunications Act, 2023 and of the Telecom Regulatory Authority of India Act, 1997, an exemption from the provisions of the latter requiring prior consultation with the Telecom Regulatory Authority of India.

The Union Minister of Agriculture and Farmers Welfare, Shri Shivraj Singh Chouhan, launched the nationwide Khet Bachao Abhiyan on 22 October 2026 from the historic town of Taraori in Karnal district of Haryana, under the slogan of saving both people and fields. The campaign runs from 22 October to 30 November 2026. More than four thousand one hundred and fifty teams, made up of about twelve thousand scientists and functionaries, are to visit villages across the country, hold Kisan Chaupals and field demonstrations and reach an estimated one crore farmers. The campaign is delivered through Krishi Vigyan Kendras, the institutes of the Indian Council of Agricultural Research and the agricultural universities. Its themes are the balanced use of fertiliser on the basis of soil testing, diversification into oilseeds, pulses and horticulture, the productive use of fallow land, the management of crop residue and the promotion of natural and organic farming. The Minister said the Prime Minister is deeply concerned about why the country's land and fields cannot remain healthy and that protecting the soil from becoming barren is a national duty. He said affordable fertiliser does not mean indiscriminate use, that the Government gives farmers relief through subsidies exceeding one and a half lakh crore rupees, and that urea and di-ammonium phosphate must be applied according to need. At the same event the Minister handed over the approval for permanent houses for twenty eight thousand four hundred and twenty two poor families in Haryana under the Pradhan Mantri Awas Yojana Gramin.

Ships of the Indian Navy's First Training Squadron — INS Tir, INS Sujata and the Indian Coast Guard Ship Sarathi — arrived off Male in the Maldives on 21 October 2026 as part of the Squadron's Long Range Training Deployment. The arrival was announced by the Ministry of Defence on 22 October 2026. The Squadron received a welcome from the Maldives National Defence Force, which the Ministry described as reflecting the strong maritime partnership and the close regional ties between the two countries. During the port call the Senior Officer of the First Training Squadron called on the Chief of Defence Force of the Maldives National Defence Force and on the Commandant of the Maldives National Defence Force Coast Guard, and discussions focused on sustained engagement and multifaceted maritime collaboration between the Indian Navy and the Maldivian force. The Senior Officer also called on Shri G. Balasubramaniam, the High Commissioner of India to the Maldives. As part of the training exchanges the trainees of the Squadron visited the Girifushi Training Centre, and the programme included cross-deck visits and sports fixtures. The First Training Squadron is the Indian Navy's dedicated sea-training formation for officer trainees, and its long range deployments are a standing instrument of India's naval diplomacy in the Indian Ocean Region, in keeping with India's stated vision of Security and Growth for All in the Region.

At the invitation of the Prime Minister of India, Shri Narendra Modi, the Prime Minister of the Republic of Poland, Mr Donald Tusk, paid an official visit to India from 21 to 23 October 2026, accompanied by a high level delegation that included around one hundred leading chief executives and industry representatives. On 22 October 2026 the two sides announced four outcomes: a target of doubling bilateral trade by 2030; Poland joining the Coalition for Disaster Resilient Infrastructure; the establishment of a Defence Industry Dialogue; and agreement on a dialogue on counter-terrorism. Bilateral trade between the two countries has been reported at a little over six billion United States dollars a year, so the stated target implies a roughly twelve billion dollar trade relationship by the end of the decade. The two Prime Ministers held comprehensive discussions on bilateral, regional and global issues of mutual interest. They recalled Prime Minister Modi's visit to Poland in August 2024, when the bilateral relationship was elevated to a Strategic Partnership and the India-Poland Action Plan for the years 2024 to 2028 was adopted, and they endorsed the mid-term review of that Action Plan carried out by the External Affairs Minister of India, Dr S. Jaishankar, and the Deputy Prime Minister and Foreign Minister of Poland, Mr Radoslaw Sikorski, at Warsaw in September 2026.

The Department of Posts announced on 22 October 2026 that it has crossed the four thousand crore rupee quarterly revenue mark for two consecutive quarters for the first time in its history. The Department recorded revenue of 8,212.7 crore rupees in the first half of the financial year 2026-27, that is from April to September 2026, a year-on-year growth of twenty four per cent over the 6,636 crore rupees earned in the corresponding period of the previous financial year. Revenue in the second quarter of 2026-27 stood at 4,201.5 crore rupees, a growth of twenty five per cent over the same quarter a year earlier. The parcel business was the fastest growing segment, registering growth of seventy one per cent, with second quarter parcel revenue of 318.9 crore rupees. The Union Minister of Communications, Shri Jyotiraditya M. Scindia, in whose presence the figures were released, emphasised customer centricity, business diversification, innovation and digitisation as the means of sustaining India Post's growth momentum and called for faster digitalisation of the network. The Union Minister of State for Communications and Rural Development, Dr Chandra Sekhar Pemmasani, was also present. India Post operates the largest postal network in the world and has in recent years moved from a largely letter-based business towards parcels, logistics, insurance and banking services, including the India Post Payments Bank.

The Union Minister for Education, Shri Pralhad Joshi, launched the registration portal for the fifth edition of the Kashi Tamil Sangamam on 22 October 2026. The programme is scheduled to be held at Varanasi from 28 November to 12 December 2026 on the theme Thirukkural Payilvom – Thirukkural Abhyas Karen, which in English means Let Us Learn the Thirukkural. The registration window runs from 22 October to 22 November 2026 and the institution-level online assessment through which participants are shortlisted is set for 21 November 2026, consisting of fifty multiple-choice questions to be answered in thirty minutes. The portal is hosted at the address kts.cict.in. The Sangamam is an initiative of the Ministry of Education implemented by the Central Institute of Classical Tamil at Chennai, in association with the Indian Institute of Technology Madras and Banaras Hindu University, together with the Bharatiya Bhasha Samiti and a number of central education bodies and the Governments of Tamil Nadu and Uttar Pradesh. The stated purpose is to celebrate, reaffirm and strengthen the age-old civilizational bonds between Tamil Nadu and Kashi, the two ancient seats of learning, and the programme is placed within the Ek Bharat Shreshtha Bharat framework. Speaking at the launch the Minister said that the country has had a strong cultural unity since ancient times and that many people visited Kashi and Rameswaram as part of their religious traditions, reflecting the deep-rooted cultural bonds between the northern and the southern parts of India. The Chief Minister of Tamil Nadu, Thiru C. Joseph Vijay, handed over a copy of the government order granting forty five kilograms of second-grade sandalwood free of cost to the trustees of the Nagore Dargah at the Secretariat in Chennai on 22 October 2026. The sandalwood may be used only for the Periya Andavar Kanduri festival, also known as the Sandhanakoodu festival, which begins on 10 November 2026 and runs for fourteen days. The order was issued by the Environment, Climate Change and Forests Department of the State Government. Eight of the eleven trustees of the dargah attended, led by the chief trustee Haja Najumudeen Sahib, and the Ministers Shahjahan, Parvez and Ranjithkumar were present. The Chief Minister also ordered a review meeting on the arrangements for the festival. The grant is a recurring annual one: the same quantity of forty five kilograms was handed over in November 2024 for the four hundred and sixty eighth Kanduri. The Nagore Dargah, at Nagore in Nagapattinam district, is the shrine of the sixteenth century Sufi saint Hazrat Syed Shahul Hamid, known in Tamil as Nagore Andavar, and the Kanduri festival is among the best known composite-culture observances in Tamil Nadu, drawing pilgrims of several faiths. Sandalwood paste carried in decorated caskets, from which the festival takes its Tamil name, is central to the ritual.

Speaking at the forty second convocation of the Sri Ramachandra Institute of Higher Education and Research at Porur in Chennai on 22 October 2026, Dr Jitendra Singh said that the world is entering an era of artificial-intelligence-guided and gene-driven precision medicine, with India emerging among the front-line providers. Dr Jitendra Singh, who is himself a Professor of Medicine and Diabetes, is the Minister of State with independent charge of the Ministry of Science and Technology and of the Ministry of Earth Sciences, and is also Minister of State in the Prime Minister's Office, in the Ministry of Personnel, Public Grievances and Pensions, in the Department of Atomic Energy and in the Department of Space. He told the graduating doctors that they will have the privilege of using enabling technologies together with the challenge of integrating them optimally with clinical practice. He said India's advances in indigenous vaccines, gene therapy and medical research reflect the country's growing healthcare capabilities, and that the rise of lifestyle diseases among young people makes prevention a critical healthcare priority. He invited the Sri Ramachandra Institute to expand its collaboration with national research initiatives in genomics, biomanufacturing and nuclear medicine, pointing to the diagnostic role of nuclear medicine. Around two thousand one hundred and sixteen students graduated at the convocation. Precision medicine is the approach of tailoring prevention and treatment to the genetic make-up, environment and lifestyle of the individual patient rather than applying a single standard protocol to everyone.

At the fifth Asian Para Games at Aichi-Nagoya in Japan, 22 October 2026 was India's strongest day of the Games. The archer Sheetal Devi won two gold medals. With Toman Kumar she took the compound mixed team title, beating the Indonesian pair of Teodora Audi Ayudia Ferelly and Ken Swagumilang by 151 points to 148, and she then won the women's individual compound event, beating Nur Syahidah Alim of Singapore by 142 points to 139 after having trailed 55 to 59. International Stuttering Awareness Day is observed every year on 22 October. It was first observed in 1998, having been established by the International Stuttering Association and jointly proclaimed by that association together with the International Fluency Association and the European League of Stuttering Associations. Its origin is traced to a wish list drawn up in 1995 and to a proposal made in 1997 by Michael Sugarman. Stuttering, a disorder of the fluency of speech marked by repetitions, prolongations and blocks, is estimated to affect roughly one per cent of the world's population, and the purpose of the day is to raise public understanding of the condition and to counter the stigma attached to it. An ISAD Online Conference, now in its twenty eighth edition and run as a volunteer initiative independent of any organisation, carried the theme Shades of Stuttering – What's Yours? through October 2026. Two anniversaries of Indian significance also fall on 22 October. The revolutionary Ashfaqulla Khan was born on 22 October 1900 at Shahjahanpur in the then United Provinces; a co-founder of the Hindustan Republican Association, he took part in the Kakori train action of August 1925 and was hanged at Faizabad Jail on 19 December 1927 at the age of twenty seven, so that 2026 marks his hundred and twenty sixth birth anniversary. On 22 October 2008 the Indian Space Research Organisation launched Chandrayaan-1, India's first lunar mission, on the PSLV-C11 rocket from the Satish Dhawan Space Centre at Sriharikota.
