On 27 October 2026 it was announced that scientists of the Zoological Survey of India have described a new deep-water electric ray, Tetronarce ramanamurthyi sp. nov., from the south-eastern Arabian Sea, and have given it the common name Arabian Black Electric Ray. The species was described from nine specimens collected off India's south-west coast and is the first confirmed record of the genus Tetronarce from the northern Indian Ocean. It carries 99 vertebral centra, of which 30 are monospondylous and 69 diplospondylous, and is separated from its relatives on coloration, disc proportions, spiracle size and shape, endolymphatic pore size and electric organ dimensions. The study was led by Dr K. K. Bineesh, Scientist E at the Marine Biology Regional Centre of the Zoological Survey of India at Chennai, with Junior Research Fellow Anil Kasinath and Dr David A. Ebert of the Pacific Shark Research Center, Moss Landing Marine Laboratories, San Jose State University, and was supported under the Deep Ocean Mission of the Ministry of Earth Sciences. The species name honours Dr M. V. Ramana Murthy, Mission Director of the Deep Ocean Mission. The formal description was published in the journal Zootaxa on 19 October 2026.

On 27 October 2026 the National Human Rights Commission of India issued an advisory on 'Women's Safety at Work and Public Spaces' and sent it to the Secretaries of ten Union Ministries, the Chairperson of the Railway Board, and the Chief Secretaries and Administrators of all States and Union Territories. The advisory records that the female labour force participation rate stood at 34.6 per cent as per the Periodic Labour Force Survey of September 2026, and that about 4.4 lakh crimes against women were reported in the National Crime Records Bureau report published in 2026. It sets out eight focus areas: awareness of women's safety and of sexual harassment, safe infrastructure, bystander intervention, the role of the police, support for survivors, cybercrime against women, long-term reforms, and other measures. The ministries named in the advisory are Women and Child Development, Education, Home Affairs, Information and Broadcasting, Labour and Employment, Corporate Affairs, Road Transport and Highways, Housing and Urban Affairs, and Health and Family Welfare; the Commission's own release says ten ministries while naming nine. All the authorities addressed have been asked to submit an action taken report within two months.

Indian Railways opened online applications on 27 October 2026 for 1,265 Station Master vacancies under Centralised Employment Notice number 08/2026, with the window closing at 23:59 hours on 25 November 2026. A bachelor's degree in any discipline from a recognised university, held by the closing date, is the educational qualification, and the age band is 20 to 33 years as on 1 January 2027. The post carries Pay Level 6 with an initial pay of Rs 35,400 a month. The Railway Board decided that Station Master recruitment should be notified as a separate, dedicated process from the 2026 cycle onward, instead of being folded into the Non-Technical Popular Categories notification as before. Among the recruitment boards, Chennai has 119 vacancies and Thiruvananthapuram 114, Mumbai 177 across three zones, and Jammu and Srinagar 122. The selection process is a single-stage computer based test of 100 questions in 120 minutes, followed by a computer based aptitude test, document verification and a medical examination in the A-2 category, with the final merit list drawn on a weighting of 70 per cent for the computer based test and 30 per cent for the aptitude test. The at-a-glance vacancy figure was revised from 1,215 to 1,265 by Corrigendum number 1.

The 33rd edition of the Singapore-India Maritime Bilateral Exercise, SIMBEX-2026, hosted by the Indian Navy at Visakhapatnam, concluded on 26 October 2026, with the conclusion announced on 27 October. The exercise ran from 21 to 26 October 2026 and was conducted in two phases: a harbour phase of subject matter expert exchanges, ship visits, sports fixtures and operational planning, and a sea phase in the Bay of Bengal from 24 to 26 October that covered maritime interdiction, anti-submarine warfare, responses to air and surface threats, seamanship evolutions and cross-deck helicopter operations. Singapore was represented by RSS Supreme, a Formidable-class stealth frigate, embarking an S-70B Seahawk naval helicopter. The Indian side deployed INS Nilgiri, INS Kamorta and the submarine INS Sindhukirti, with P-8I and Dornier maritime patrol aircraft, Hawk advanced jet trainers and MH-60R helicopters. Colonel Bertram Ang, Fleet Commander of the Republic of Singapore Navy, called on Rear Admiral Vishal Bishnoi, Flag Officer Commanding Eastern Fleet. SIMBEX has been held since 1994 and is India's longest-running uninterrupted naval exercise with any foreign navy.

On 27 October 2026 the Ministry of Road Transport and Highways launched a Concessional Local Pass for the owners of non-commercial vehicles registered within a radius of 20 kilometres of a National Highway fee plaza. The annual fee is Rs 1,500 for a toll plaza situated outside municipal or local town limits and Rs 3,000 for one situated inside those limits. The pass requires a valid and functional FASTag, is specific to a single named fee plaza and is non-transferable; the owner may choose between the existing monthly pass and this local pass for a given plaza. It is not available on National Highways and expressways that use the closed user-fee collection system, nor at plazas where a service road or an alternative road is available. The pass will be issued at eligible toll plazas from 1 November 2026 and through the Rajmargyatra mobile application from 1 December 2026. It has been notified under the National Highways Fee (Determination of Rates and Collection) Fifth Amendment Rules, 2026, framed under the National Highways Act, 1956, and the rates are revisable annually with effect from 1 April.

On 27 October 2026 the Telecom Regulatory Authority of India released its telecom subscription data as on September 2026 through Press Release number 140 of 2026. The total number of telephone subscribers in the country stood at 1,367.93 million, made up of 1,319.19 million wireless and 48.74 million wireline subscribers. The net addition during September 2026 was 7.23 million, a monthly growth rate of 0.53 per cent, of which 6.94 million was wireless and 0.29 million wireline. Broadband subscribers numbered 1,107.68 million including machine-to-machine cellular connections and 1,013.87 million excluding them. The urban subscriber base was 807.78 million against a rural base of 560.16 million, and the overall tele-density including machine-to-machine connections was 95.52 per cent. Mobile number portability requests during the month numbered 16.77 million, and the peak number of active wireless subscribers on the visitor location register touched 1,212.80 million.

The awards cover 20 sectoral categories and three special categories, of which 12 sectoral categories are new this year, including Biomanufacturing, Consumer Industries, Defence and Security, Education and Skilling, Electronics, Semiconductors and Advanced Manufacturing, Future Mobility and Automotive, Ocean and Blue Economy, Space-Tech, Drones and Aerospace, Sports, Fitness and Sports-Tech, Telecom, Connectivity and Digital Infrastructure, Travel, Tourism and Hospitality, and Rural Economy, Traditional Industries and Livelihoods. The three special categories are Women-Led Startups, Startups from the North-Eastern Region, and a new Student Innovator and Aspiring Entrepreneur award. Winners in the 20 sectoral categories and in the two startup-focused special categories receive Rs 25 lakh each, while the Student Innovator award carries a prize pool of Rs 25 lakh across four sub-categories and is open to school and college students in all 36 States and Union Territories. On 27 October 2026 the Government of Tamil Nadu announced a Deepavali bonus and ex gratia payment for the year 2025-26 for 2,60,497 permanent Group C and Group D employees of State public sector undertakings, at a total outlay of about Rs 367.20 crore. The announcement was made on the orders of Chief Minister C. Joseph Vijay. Employees of profit-making undertakings will receive a bonus of 8.33 per cent together with an ex gratia payment of 11.67 per cent, taking the total to 20 per cent, subject to each company's allocable surplus; the same 20 per cent package covers eligible Group C and Group D workers of the State power distribution utility, the State Transport Corporations, the Tamil Nadu Civil Supplies Corporation and the Tamil Nadu Co-operative Milk Producers' Federation, Aavin, among seventeen categories of bodies. Undertakings with no allocable surplus will pay 8.33 per cent as the minimum bonus together with 1.67 per cent as ex gratia, a total of 10 per cent, and the same applies to eligible staff of the Tamil Nadu Housing Board and the Chennai Metropolitan Water Supply and Sewerage Board; eligible staff of the Tamil Nadu Water Supply and Drainage Board will receive the 8.33 per cent bonus alone. Temporary workers of the Tamil Nadu Civil Supplies Corporation will receive a flat ex gratia payment of Rs 3,000. The minimum payout is Rs 8,400 and the maximum Rs 16,800, the statutory wage-eligibility ceiling of Rs 21,000 a month and the Rs 7,000 ceiling used for calculating the bonus having both been relaxed. Separate orders for co-operative bodies were stated to follow.

On 27 October 2026 the Government of Tamil Nadu issued a government order granting administrative and financial sanction of Rs 57 crore for the financial year 2026-27 under the Free Milch Cows Scheme. Ten thousand eligible women from rural areas are to benefit each year. Each beneficiary is to receive one healthy, high-yielding cross-bred milch cow capable of yielding at least eight litres of milk a day, and each animal is expected to produce three to four calves over five years. The scheme was announced by N. Marie Wilson, Minister for Finance, Planning and Development, in the Revised Budget Estimates for 2026-27 presented to the Tamil Nadu Legislative Assembly on 5 August 2026, alongside a goat-rearing programme for vulnerable women; the order of 27 October is the implementing sanction rather than the announcement. The scheme revives the free milch cow scheme of earlier years. No government order number was published in any report of the sanction.

On 27 October 2026 the Tamil Nadu Power Distribution Corporation Limited opened bids for a short-term power purchase tender covering 1,000 MW a month from November 2026 to May 2027 for the evening peak window from 6 p.m. to midnight. The bid tabulation showed quotations of about Rs 37.50 a unit for November and about Rs 41.50 a unit for the months from December 2026 to May 2027, with some smaller lots at about Rs 35 a unit. Minister for Electricity and Energy Resources C. T. R. Nirmal Kumar said he had already directed officials to cancel the tender, describing the quoted prices as unreasonable on the ground that the State has sufficient power for the next three months and that procuring next summer's supply this far in advance at such rates was not justified; demand had eased after the north-east monsoon set in on 15 October. The utility is reported to have cancelled the tender. The Minister characterised the quotations as being in the range of Rs 37 to Rs 41 a unit. He added that the Corporation would float medium-term and long-term procurement tenders covering the next twenty years. An earlier emergency arrangement, tendered on 6 October for the period from 12 to 31 October, had sought 1,500 MW for the window from midnight to 2 a.m. and 3,000 MW for the evening window, and was concluded at rates up to about Rs 37 a unit.

Seventeen remand prisoners escaped from the District Jail at Thekkampatti near Andipatti in Theni district at about 10 p.m. on Monday, 26 October 2026, after one prisoner feigned an epileptic seizure, following which the inmates assaulted the duty guard, seized the keys and opened the main gate. The Prison Department issued a statement on 27 October reporting that 13 of the 17 had been recaptured, with four still at large, and that Theni police had deployed 17 special teams in the search. A case was registered at the Kandamanur police station under various sections of the Bharatiya Nyaya Sanhita. Nine to ten prison staff were suspended for dereliction of duty, among them the Thekkampatti prison warden Nageswaran. The Director General of Police for Prisons and Correctional Services, Sandeep Rai Rathore, ordered action against the personnel on duty, and officers involved in the response included R. K. Kanagaraj, Inspector General of Prisons, A. Murugesan, Deputy Inspector General of Prisons for the Madurai Range, Vijeyndira Bidari, Inspector General of Police for the Madurai South Zone, and K. S. Praveen Gowtham, Superintendent of Police, Theni. The jail has a sanctioned capacity of 200 but was holding 334 prisoners at the time, which brought prison overcrowding into focus.

Prime Minister Narendra Modi inaugurated the Emerging Science, Technology and Innovation Conclave 2026 at Bharat Mandapam in New Delhi on 27 October 2026, after an interaction with startup founders earlier the same day. The conclave runs from 27 to 29 October 2026 and covers 12 thematic areas, with about 150 deep-technology startup stalls and a Global Connect networking event. Nobel Laureates were among the plenary speakers, including Professor Joachim Frank of Columbia University, who shared the Nobel Prize in Chemistry in 2017, and Sir Richard J. Roberts of New England Biolabs, who shared the Nobel Prize in Physiology or Medicine in 1993. Professor Ajay K. Sood, Principal Scientific Adviser to the Government of India, and Dr Jitendra Singh, Minister of State with independent charge for Science and Technology and for Earth Sciences, also addressed the gathering. In his inaugural address the Prime Minister said that Rs 12,000 crore of government funding committed for market-ready laboratory technologies had been matched by an equal amount of private investment, taking the total to Rs 24,000 crore within one year, and said that annual patent filings had risen from under 50,000 a decade ago to nearly 1.5 lakh last year. He referred to National Missions in semiconductors, quantum technologies, biotechnology, advanced materials, robotics, space, clean energy and next-generation communications, and to the Anusandhan National Research Foundation. He also recalled the 500 MW Prototype Fast Breeder Reactor reaching first criticality, a milestone achieved on 6 April 2026.

Infantry Day, also called Shaurya Diwas, was observed on 27 October 2026 as the 80th Infantry Day. The day commemorates 27 October 1947, when the 1st Battalion of the Sikh Regiment was airlifted from Delhi and landed at Srinagar airfield to counter the tribal invasion of Jammu and Kashmir, following the Maharaja's accession to India. The battalion's commanding officer, Lieutenant Colonel Dewan Ranjit Rai, was killed in action on the Baramulla to Srinagar road the same day and was posthumously awarded the Maha Vir Chakra, the first such award of independent India. At the National War Memorial in New Delhi a wreath-laying ceremony was held on 27 October 2026, attended by the Chief of Defence Staff General N. S. Raja Subramani, the Vice Chief of Army Staff Lieutenant General Sandeep Jain and the Director General of Infantry Lieutenant General A. K. Pundir, with Colonels of Infantry regiments and veterans. Defence Minister Rajnath Singh paid tribute to the valour and sacrifice of the Infantrymen of the Indian Army. Formation-level observances were held across the country, including a wreath-laying ceremony by the Bison Division at Hyderabad.
