The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) deployed four flying squad teams on 3 October 2026 to inspect Delhi's Inner and Outer Ring Roads, covering 25 road stretches of about 35 km maintained by PWD Delhi. The squads recorded 17 violations — high visible road dust and accumulated construction and demolition (C&D) waste — and PWD Delhi was directed to take corrective action on priority. The drive forms part of CAQM's continuing 'Operation Clean Air' across Delhi-NCR, and was reported in a release issued on 4 October 2026.

A release issued on 4 October 2026 announced that Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal would flag off the first international cargo voyage from the Bogibeel Terminal at Dibrugarh, Assam at 11:00 AM on 5 October 2026, with Assam Chief Minister Himanta Biswa Sarma joining virtually. The consignment is methanol produced by Assam Petro-Chemicals, moving from Bogibeel to Pangaon Port near Dhaka, Bangladesh along National Waterway-2 on the River Brahmaputra and then the Indo-Bangladesh Protocol Route. It is the first time since Independence that a cargo consignment has sailed from Dibrugarh to a foreign port. The flag-off took place as scheduled on 5 October 2026, the vessel DLB Patkai carrying about 540 tonnes of methanol in 27 containers.

On 4 October 2026 Union Minister for Agriculture and Farmers' Welfare and Rural Development Shivraj Singh Chouhan handed over sanction for 3 lakh houses worth Rs.3,600 crore to Andhra Pradesh under Pradhan Mantri Awas Yojana-Gramin (PMAY-G) 2.0, in the presence of Chief Minister Nara Chandrababu Naidu and Union Minister of State for Rural Development Dr Chandra Sekhar Pemmasani. The original proposal of about 76,000 houses was raised to 3 lakh at the State's request, against a stated total requirement of 9 lakh. A foundation was also laid for India's first 3D concrete-printed rural housing project under PMAY-G — 177 houses at Rs.14 crore in Burripalem and Obulanayudupalem villages of Guntur district, to be completed in six months. Andhra farmers receive Rs.6,000 a year under PM-KISAN alongside the State's Rs.14,000 'Annadata Sukhibhava', totalling Rs.20,000 a year.

A release of 4 October 2026 announced that Dr Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions, would chair the 17th Pension Adalat on 5 October 2026 at the T. N. Chaturvedi Memorial Hall of the Indian Institute of Public Administration (IIPA), New Delhi. The Adalat takes up 897 long-pending cases of super-senior and family pensioners drawn from 24 Ministries and Departments, filed through the CPENGRAMS portal, and is held in hybrid mode combining physical attendance with video conferencing. Since the Pension Adalat mechanism was introduced in 2017, 20,676 of 28,797 grievances have been resolved across sixteen editions — a success rate of 71.79 per cent. The 16th Adalat was held on 13 May 2026.

The Ministry of Road Transport and Highways announced on 4 October 2026 that it would organise 'Chintan Shivir 2026' on 5 and 6 October 2026 at Ekta Nagar in Narmada district, Gujarat, to shape future-ready, safe and high-quality highway infrastructure. Union Minister Nitin Gadkari leads the deliberations along with Ministers of State Ajay Tamta and Harsh Malhotra. In Punjab on the same date, 3.574 kg of heroin in three packets, each holding two smaller packets, was recovered from a blue backpack near Phillaur in Jalandhar.

Chennai reports 4,592 dengue cases with zero deaths as monsoon preparedness is reviewed

Reviewing dengue control and northeast monsoon preparedness on 4 October 2026, Tamil Nadu Secretary for Health and Family Welfare Darez Ahamed said the Greater Chennai Corporation area had recorded 4,592 dengue cases so far in 2026 with zero deaths, from 16,254 persons tested, including 1,293 cases in September alone. A total of 3,703 mosquito-control workers have been deployed, more than 100 medical camps are held daily and about 1,250 larvicide spraying machines are in use. Greater Chennai Corporation Commissioner G. S. Sameeran said Rs.7.2 lakh in fines had been imposed over the past month, 215 relief centres and 111 integrated community kitchens had been readied, and about 1,400 km of the 1,600 km of blocked stormwater drains had been cleared, with the remaining 200 km due within the week. The State has released Rs.1,100 crore towards pending dues, approved a Rs.300 crore loan and the Chief Minister has allotted Rs.100 crore for monsoon preparedness. Dengue cases across Tamil Nadu have crossed 20,000 in 2026.

On 4 October 2026 the Directorate of Public Health and Preventive Medicine clarified that a Karnataka resident who delivered by Caesarean section at the Karaikudi Government Headquarters Hospital on 17 September 2026 is not eligible for a gold ring under the Thai Maman Thanga Mothiram scheme, because the scheme requires the mother to be a permanent resident of Tamil Nadu. The Department stressed that all her treatment and postnatal care at the hospital were provided free of cost. Under the scheme, launched on 28 September 2026 by Chief Minister C. Joseph Vijay at the Government Rajaji Hospital in Madurai, a one-gram 22-carat gold ring bearing a unique serial number in tamper-proof packaging is given for a baby born in a Tamil Nadu government hospital on or after 22 June 2026, where the mother is registered under PICME with a Reproductive and Child Health identity number. The annual outlay is Rs.755.83 crore, the first phase covers 1.28 lakh rings, and about 4.2 lakh deliveries take place in Tamil Nadu government hospitals each year.

A backgrounder issued on 4 October 2026 set out the growth of India's supercomputing ecosystem under the National Supercomputing Mission (NSM), launched in April 2015 with an outlay of Rs.4,500 crore and steered jointly by the Department of Science and Technology and the Ministry of Electronics and Information Technology. According to the government, 40 supercomputers with a combined capacity of 68 petaflops had been deployed as of September 2026 — 13 systems above one petaflop, 12 between 500 teraflops and one petaflop, and 15 below 500 teraflops — against a target of 50 supercomputers exceeding 123 petaflops. The mission is implemented by C-DAC, Pune and the Indian Institute of Science, Bengaluru. Of the PARAM Rudra series, 6,000 servers have been deployed and 1,500 more are under manufacture. The ecosystem is stated to have served over 16,000 researchers, including more than 2,900 PhD scholars, across more than 400 institutions, running 1.5 crore compute jobs and yielding 1,990 research publications. India's supercomputing lineage begins with PARAM 8000 of 1991, rated at one gigaflop.

India had no competition on the closing day.

Birth anniversary of Shyamji Krishna Varma observed on 4 October

The birth anniversary of the revolutionary and freedom fighter Shyamji Krishna Varma was observed on 4 October 2026, with the Prime Minister paying homage and saying that Varma had dedicated his life to breaking the shackles of subjugation and that the nation can never forget his valour and dedication in safeguarding the pride of the motherland. Born at Mandvi in Kutch on 4 October 1857, Varma was an Arya Samaj scholar who regarded Dayanand Saraswati as his guru and served as the first President of the Bombay Arya Samaj. From London he founded the Indian Home Rule Society on 18 February 1905, opened India House at Highgate on 1 July 1905 as a hostel and organising centre for Indian students, and brought out the monthly journal The Indian Sociologist the same year. He died at Geneva on 30 March 1930. The ashes of Varma and his wife Bhanumati were brought back to India on 22 August 2003, and the Kranti Teerth memorial at Mandvi, which includes a replica of India House, was dedicated on 13 December 2010.
