📖 Detailed Notes (English)
1. Background: why a non-Brahmin movement arose
By the early twentieth century the Madras Presidency presented a sharp paradox. A numerically tiny community held a very large share of posts in the subordinate judiciary, revenue administration, the university and the press, while the great mass of cultivating, artisan and trading castes — and the Depressed Classes below them — had almost no share in modern education or office. English education, the census and the new representative institutions of the Morley–Minto era made this imbalance visible and countable for the first time. Earlier stirrings such as the Madras Dravidian Association hostel (1912) and Iyothee Thass’s Sakya Buddhist Society had already argued that social reform must come before political self-rule. The Dravidian Movement grew out of that argument: it insisted that swaraj handed to an unreformed society would merely transfer power within the old hierarchy.
2. The Justice Party in power (1920–1937)
The South Indian Liberal Federation, formed on 20 November 1916, published its Non-Brahmin Manifesto in December 1916 and its English daily Justice on 26 February 1917. The Montagu–Chelmsford reforms of 1919 gave it its opportunity: Congress boycotted the 1920 elections under dyarchy, and the Justice Party swept 63 of 98 elected seats. A. Subbarayalu Reddiar formed the ministry and was soon replaced by the Raja of Panagal, whose long tenure produced the movement’s most durable legislation. Government Order No. 613 of 16 September 1921 reserved posts for communities by proportion, making Madras the first elected legislature in India to legislate reservation. The Madras Hindu Religious Endowments Act, moved in December 1922 and passed in 1925, created a Board to supervise temple funds and is the direct ancestor of the HR&CE Department. Compulsory elementary education (1920), the Madras University Act of 1923, the founding of Andhra and Annamalai Universities, hostels and scholarships for backward communities, and the Madras Corporation’s 1920 school breakfast scheme — the seed of today’s noon-meal programme — all belong to this period. Later ministries under B. Munuswamy Naidu and the Raja of Bobbili lost momentum, and the 1937 elections swept the party out for good.
3. Periyar and the Self-Respect Movement
Periyar E. V. Ramasamy, who had been Congress Tamil Nadu president and had courted jail in the liquor-shop picketing, led the Vaikom Satyagraha in Travancore from 14 April 1924 for the right of avarna castes to use the roads around the temple; the Madras Presidency Congress hailed him as Vaikom Veerar at Kanchipuram in 1925. The same year, after Congress refused to accept communal representation in its own institutions, he left the party. Kudi Arasu (1925) and the English Revolt (1928) became his platform, and S. Ramanathan’s initiative of 1925 grew into the Self-Respect Movement under his leadership. Its programme was social rather than electoral: priestless self-respect marriages (the first wholly non-ritual one on 8 December 1929), widow remarriage, inter-caste marriage, abolition of caste suffixes, women’s right to education, property and divorce, and rationalist criticism of ritual. The First Provincial Self-Respect Conference at Chengalpattu in 1929 set out these principles; women such as Nagammai, Kannammal, Moovalur Ramamirtham and Dr Dharmambal carried them into the villages.
4. Language, the Dravidar Kazhagam and 1967
Rajagopalachari’s order making Hindi compulsory in 125 secondary schools on 21 April 1938 turned language into the movement’s central issue. Periyar led the agitation, was fined and jailed, and emerged as Justice Party president in December 1938; at Salem on 27 August 1944 the party became the non-electoral Dravidar Kazhagam. Annadurai and a younger group that wanted power through the ballot founded the DMK on 17 September 1949, dropped the Dravida Nadu demand in November 1963, and converted the great anti-Hindi agitation of January 1965 into electoral victory: 137 of 234 seats in 1967. Annadurai became Chief Minister on 6 March 1967, the Assembly abandoned the three-language formula on 23 January 1968, and Madras State was renamed Tamil Nadu on 14 January 1969. Reservation, the noon-meal scheme, temple administration, two-language schooling and self-respect marriage law are the movement’s living legacies.

💡 Memory Tips |
1. “16 – 44 – 49” — the three birthdays. Justice Party 1916, Dravidar Kazhagam 1944, DMK 1949. Read it as a phone number: one party reborn every time the number grows.
2. “6-1-3 → 613”. The reservation order is G.O. 613, dated 16-9-1921. Trick: 6 and 1 and 3 are the digits of the order; 16 September is “6 + 1” reversed. One number, one reform — reservation.
3. “K-R” for Periyar’s two journals. Kudi Arasu = Tamil, 1925; Revolt = English, 1928. Tamil came first (25 before 28), just as the Tamil reader came first.
4. Two Hindi battles, two “38–65” dates. Rajaji’s compulsion order 1938, withdrawn 1940; the students’ agitation 1965, Act amended 1967. Formula: order → agitation → retreat, twice over.
5. “ANNA’s 67-68-69”. CM in 1967, three-language formula scrapped 1968, state renamed Tamil Nadu 1969 — one step a year, in order.
