The Chola dynasty (9th–13th century CE) is remembered not only for its magnificent temples and naval power but also for one of the most advanced systems of local self-government in the pre-modern world. Our most detailed knowledge of this system comes from the Uttiramerur inscriptions, engraved during the reign of Parantaka Chola I in the early 10th century CE on the walls of the village assembly hall (the Vaikunta Perumal / Sabha mandapa) at Uttiramerur, in modern Kancheepuram district.

At the base of Chola society was the self-governing village. Two kinds of village assemblies functioned. The Ur was a general assembly of the tax-paying landholders of an ordinary village. The Sabha (also called Mahasabha) was found in brahmadeya or agrahara villages granted to Brahmins, and it is the Sabha whose working the Uttiramerur inscriptions describe in remarkable detail. In commercial towns, a third body called the Nagaram represented merchants and trading communities.

The genius of the Uttiramerur model lay in its Kudavolai system — a lottery-based method of choosing representatives. The entire village was divided into thirty wards (kudumbu). For each ward, the names of eligible candidates were written on small palm-leaf tickets (kudavolai). All the tickets from a ward were placed inside a pot (kudam). In a public gathering before the full assembly, a young boy — chosen because he could not be influenced or bribed — would draw one ticket, and that person was declared elected for the ward. This transparent public draw minimised manipulation.

Eligibility was strictly defined. A candidate had to own at least one-fourth (¼) veli of tax-paying land, live in a house built on his own site, and be between thirty-five and seventy years of age. He had to have knowledge of the Vedas and administration. Equally important were the disqualifications: those who had served on a committee but not submitted accounts, those guilty of theft, corruption, or serious crimes, and even their close relatives, were barred. A member who had been on a committee could not stand again for the next three years. This “cooling-off” rule prevented the entrenchment of power in a few families.

Once elected, members were distributed among executive committees called Variyams, and members were addressed as Variyapperumakkal. Key committees included the Samvatsara Variyam (the annual supervising or “year” committee), the Eri Variyam or Tank Committee (responsible for maintaining tanks and irrigation channels — vital in an agrarian economy), the Thotta Variyam (Garden Committee), the Pon Variyam (Gold / Finance Committee), and revenue-related bodies such as the Pancha Variyam and Puravuvari Variyam. Each member normally held office for 360 days. The committees managed temple affairs, tank repair, roads, justice, charity, and the collection and remission of taxes.

Above the village, the Chola empire was organised into a clear hierarchy. The largest units were the Mandalams (provinces), often governed by royal princes or viceroys. Each mandalam was divided into Valanadus, these into Nadus (districts) under bodies of local notables called nattar, and each nadu contained numerous autonomous villages. This layered structure allowed the powerful central monarchy of rulers like Rajaraja I (985–1014 CE) and Rajendra I (1014–1044 CE) to coexist with genuine local autonomy at the base. Rajaraja I even ordered detailed land surveys to fix revenue accurately, showing how record-keeping supported the system.

For the TNPSC aspirant, the Uttiramerur inscriptions matter because they are repeatedly cited as proof that democratic and electoral practices existed in Tamil Nadu over a thousand years ago — well before modern representative democracy. உத்திரமேரூர் அமைப்பின் சிறப்பம்சம் குடவோலை முறை ஆகும். கிராமம் முழுவதும் முப்பது வார்டுகளாக (குடும்பு) பிரிக்கப்பட்டது. ஒவ்வொரு வார்டிலும் தகுதியுள்ள வேட்பாளர்களின் பெயர்கள் பனை ஓலைச் சீட்டுகளில் எழுதப்பட்டு ஒரு குடத்தில் போடப்பட்டன. மக்கள் கூட்டத்தின் முன்பாக, லஞ்சம் தர இயலாத ஒரு சிறுவன் ஒரு சீட்டை எடுத்தான்; அந்தப் பெயருடையவர் அவ்வார்டின் பிரதிநிதியாக அறிவிக்கப்பட்டார். இந்த வெளிப்படையான முறை மோசடியைத் தடுத்தது.
