📖 Detailed Notes (English)
The Palayakkarar System and Its Collision with the Company
When Viswanatha Nayak organised the Madurai country in the sixteenth century, he parcelled it among chieftains who held land in return for military service. Each such chieftain, a palayakkarar — anglicised as polygar — governed a palayam, maintained a fort and a standing body of armed retainers, and remitted an annual tribute known as kattamai to his overlord. The arrangement was never a tidy revenue bureaucracy; it was a web of personal obligation, and it worked because the obligation ran both ways. The palayakkarar kept order in his tract and furnished soldiers when summoned; in exchange he was left largely alone.
This was precisely what made the system intolerable to the English East India Company. As the Company’s influence over the Nawab of Arcot deepened in the second half of the eighteenth century, it acquired the right to collect the Nawab’s revenue in the Tamil districts — and discovered that the men who actually controlled the countryside regarded tribute as a negotiable mark of loyalty rather than a fixed annual tax. The Company wanted predictable cash and an unarmed interior. The palayakkarars wanted their forts and their followings. Between 1755 and 1806 that disagreement produced three overlapping conflicts: the First Polygar War, the Second Polygar War, and the Vellore Mutiny.
Puli Thevar and the First Resistance (1755–1767)
Puli Thevar of Nerkattumseval was the first palayakkarar to refuse outright. He declined to recognise the Nawab’s claim, built a confederacy of southern chieftains, and reached out to Travancore for support. When Mahfuz Khan, the Nawab’s brother, marched into Tirunelveli with a Company detachment, Puli Thevar’s forces — stiffened by Travancore troops — routed him at the Battle of Kalakadu. The Company then turned to Yusuf Khan, known as Khan Sahib, a formidable commander who took three of Puli Thevar’s forts in May 1761. But Yusuf Khan’s own ambitions undid him: he negotiated with the palayakkarars without informing his employers and was hanged in 1764. Puli Thevar held out three more years until Captain Campbell defeated him in 1767; he died in exile, and his line lost Nerkattumseval.
Veerapandiya Kattabomman (1790–1799)
Kattabomman inherited Panchalankurichi as its forty-seventh polygar. The crisis began in 1798, when Jackson, the Collector of Tirunelveli, pressed him for arrears accumulated during a drought and summoned him to Ramanathapuram. The interview turned violent at the fort gate; the deputy commandant Clarke was killed, and Kattabomman escaped with the help of his brother Oomaithurai. Remarkably, the Company’s own committee of inquiry found Kattabomman blameless, dismissed Jackson from the service, and accepted a settlement of most of the arrears. Students should note this: the first round went to the palayakkarar, not the Company.
The reprieve was short. In 1799 Major John Bannerman arrived with a far larger force and an ultimatum. Kattabomman’s reply was evasive, the fort was besieged and battered by artillery, and he slipped away into the forests to fight on. What ended him was not British firepower but Tamil disunity: the rajas of Ettayapuram and Pudukottai, his neighbours and rivals, handed him over. He was taken on 1 October 1799, tried in a proceeding that deserves the name mock trial, and hanged from a tamarind tree at the old fort of Kayathar on 16 October 1799. Panchalankurichi was razed, and Oomaithurai was locked up in Palayamkottai prison.
The Second Polygar War and the Tiruchirappalli Proclamation (1800–1805)
In February 1801 Oomaithurai and his companion Sevathaiah broke out of Palayamkottai and made for Sivagangai, where the Marudhu brothers — Periya Marudhu and Chinna Marudhu — held power. The Marudhus were soldiers of long standing: generals under Muthuvaduganathar who had helped restore Queen Velu Nachiyar to her throne, and by now the effective rulers of Sivagangai. They understood that isolated forts could not survive Company artillery, and they fought accordingly, from jungle bases at Piranmalai and Kalayarkoil, with the valari and with ambush. The rebellion widened to include Dheeran Chinnamalai in Kongu Nadu and Kerala Varma Pazhassi Raja in Malabar.
Its most remarkable product was a piece of paper. In June 1801 the Marudhu Pandiyars issued what is known as the Tiruchirappalli Proclamation, or the Jambudweepa Proclamation, and had it pasted on the walls of the Nawab’s palace at Tiruchirappalli and on the Srirangam temple. It called on the people of the land to reject British authority outright. For TNPSC purposes the significance is exact and quotable: this was among the earliest open declarations of independence anywhere in India, issued fifty-six years before the Revolt of 1857.
The reckoning was swift and brutal. The British stormed Sivagangai and drove the rebels back through Piranmalai to Kalayarkoil, where they were broken. The Marudhu brothers were executed at Tirupathur on 24 October 1801. Oomaithurai and Sevathaiah were captured and beheaded at Panchalankurichi on 16 November 1801. Dheeran Chinnamalai, originally Theerthagiri, who had allied with Tipu Sultan and won engagements at Cauvery in 1801, Odanilai in 1802 and Arachalur in 1804, was finally taken and hanged at Sankagiri Fort in 1805. Under the Carnatic Treaty of 31 July 1801 the Company assumed direct administration; forts came down, private armies were dissolved, and the palayakkarars who survived were converted into zamindars — landlords with rent rolls instead of chieftains with garrisons.
The Vellore Mutiny, 10 July 1806
Five years later the Company discovered that it had a problem inside its own army. In November 1805 Sir John Cradock, Commander-in-Chief of the Madras Army, issued a dress regulation in the name of smartening the sepoys’ appearance: a round hat with a leather cockade in place of the turban, a prohibition on wearing Hindu religious marks on the forehead while on duty, and orders to Muslim soldiers to shave their beards and trim their moustaches. To the men this was not tailoring. The leather suggested cow or pig; the forehead mark and the beard were markers of caste and faith. When two sepoys who protested were given ninety lashes and dismissed in May 1806, the garrison at Vellore began to plot.
Vellore Fort also housed the family of Tipu Sultan, confined there since the fall of Srirangapatna in 1799 and living as Company pensioners. Conspirators gathered in the fort on 9 July 1806 under cover of a wedding in the palace. Two hours after midnight the sepoys struck, killing fourteen British officers and some 115 men of the 69th Regiment, most of them asleep. Colonel St. John Fancourt, the fort commander, was among the dead. By dawn the rebels held Vellore and had hoisted the Mysore flag, and retainers of Tipu’s son Fateh Hyder came out of the palace to join them.
The rising lasted a single day. Major Coopes, outside the walls, carried the alarm to Arcot, and Captain Rollo Gillespie left within a quarter of an hour with the 19th Light Dragoons, a squadron of the 3rd Madras Native Cavalry and galloper guns, covering the sixteen miles in about two hours. Gillespie scaled the wall, led a bayonet charge, blew the gates open with the galloper guns and loosed the cavalry; the fort was back in British hands roughly nine hours after the first shot. Nearly 350 rebels died in the fighting and about a hundred more were lined against a wall and shot on Gillespie’s order. Courts-martial followed: six men blown from guns, five shot, eight hanged, five transported.
The political consequences were larger than the military ones, and this is the part examiners like. Three Madras battalions were disbanded. The headdress order was cancelled and interference with sepoy custom formally abandoned. Tipu’s family was moved to Calcutta. Cradock was recalled to England and the Company refused to pay his passage; the Governor of Madras, Lord William Bentinck, was recalled as well. The Court of Directors recorded its regret that greater caution had not been used. Half a century before 1857, the Company had been shown exactly how a regulation about hats could cost it an army — and had failed to remember the lesson.

📌 16-16-24-16 — the execution calendar
Kattabomman captured 1 Oct, hanged 16 Oct 1799. Marudhu brothers 24 Oct 1801. Oomaithurai 16 Nov 1801. Two sixteenths, one twenty-fourth, one more sixteenth — and all in October or November.
📌 56 before, 51 before — the two firsts
The Tiruchirappalli Proclamation (1801) came 56 years before 1857; the Vellore Mutiny (1806) came 51 years before 1857. Proclamation first, mutiny second; 56 is bigger, so it is earlier.
📌 HAT, MARK, BEARD — the three grievances at Vellore
Cradock’s November 1805 order touched exactly three things: the HAT (round leather cockade replacing the turban), the MARK (Hindu forehead marks banned on duty), the BEARD (Muslims to shave). Three grievances, one mutiny.
📌 Bannerman besieged, the Betrayers delivered
BANNERMAN besieged Panchalankurichi; the BETRAYERS were Ettayapuram and Pudukottai. Remember that Kattabomman fell to Tamil disunity, not British guns.
🔗 Previous Year Questions |
PYQ 1. Veerapandiya Kattabomman was executed at Kayathar in which year? (TNPSC Group 2 / Group 4 — repeatedly asked)

PYQ 2. The Vellore Mutiny broke out in which year, and what was its immediate cause? (TNPSC Group 1 Prelims / VAO)
Answer: 1806 (10 July 1806); the immediate cause was the new dress and headdress regulation of November 1805 issued by Commander-in-Chief Sir John Cradock, seen by sepoys as interference with caste and religion.
PYQ 3. Who among the following was the earliest to resist the English East India Company in the Tamil country? (TNPSC Group 2A)
Answer: Puli Thevar of Nerkattumseval (active 1755–1767). He precedes Kattabomman by over three decades, and this ordering is the point of the question.
