Balance of Payments of India – Current Account, Capital Account, CAD & Forex Reserves | இந்தியாவின் சர்வதேச செலுத்து நிலுவை
1. What is the Balance of Payments?
The Balance of Payments is the country’s “passport ledger” – a summary of every payment that flows into and out of India in a given period. Exports of goods and services, money sent home by Indians working abroad, foreign companies setting up factories, Indian firms borrowing from overseas banks – all of these appear in the BoP. Every inflow of foreign exchange is a credit and every outflow is a debit. Because each transaction has two sides (double-entry book-keeping), the total credits always equal the total debits. So when newspapers speak of a “BoP deficit”, they really mean a deficit in one part of the account, usually the current account, which then has to be financed by capital inflows or by drawing down reserves.
2. Structure of India’s BoP
(A) Current Account – transactions that change national income today.
• Merchandise trade (visibles): export and import of physical goods such as petroleum products, gems, engineering goods, crude oil, gold and electronics. India habitually runs a large goods trade deficit because crude oil, gold and electronics imports exceed exports.
• Invisibles: (i) Services – software/IT, business services, travel, transport; (ii) Primary income – interest, dividends and profits earned or paid, plus compensation of employees; (iii) Secondary income – private transfers, dominated by workers’ remittances, and official transfers such as grants.
Current Account Balance = Trade balance + Net invisibles. When it is negative we call it the Current Account Deficit (CAD).
(B) Capital and Financial Account – transactions that change ownership of assets and liabilities: Foreign Direct Investment (long-term, controlling stake), Foreign Portfolio Investment (shares and bonds, easily reversible – “hot money”), External Commercial Borrowings, NRI deposits, trade credit, banking capital and government loans/external assistance.
(C) Errors and Omissions – a small statistical balancing entry.
(D) Reserve account – the overall balance (current + capital) is matched by an equal and opposite change in the RBI’s foreign exchange reserves. A surplus means reserves accrete; a deficit means reserves are drawn down.
3. Latest RBI Data (exam-important numbers)
For the full year 2025-26, the CAD was USD 25.2 billion, i.e. 0.6% of GDP, virtually unchanged from 0.6% in 2024-25. The year ended on a strong note: in Q4 (January–March 2026) India actually recorded a current account surplus of USD 7.1 billion (0.7% of GDP), thanks to record net services receipts of USD 60.4 billion and steady remittances. In the first quarter of 2026-27 (April–June 2026) the CAD widened again to USD 4.2 billion (0.5% of GDP) because the merchandise trade deficit jumped to USD 86.1 billion; net services (USD 51.6 billion) and remittances (USD 42.9 billion) cushioned the gap. On a BoP basis, reserves fell by USD 8.1 billion in that quarter. Yet, helped by valuation gains and capital inflows, headline forex reserves climbed to an all-time high of roughly USD 740.8 billion in early September 2026.
4. Foreign Exchange Reserves
India’s reserves have four components, in descending order of size: Foreign Currency Assets (held in US dollars, euro, pound, yen etc.), Gold, Special Drawing Rights (SDRs) allotted by the IMF, and the Reserve Tranche Position (India’s quota contribution held at the IMF). The RBI publishes the figure every Friday in its Weekly Statistical Supplement. Reserves matter because they provide “import cover” (months of imports the reserves can pay for) and let the RBI intervene in the forex market to curb excessive rupee volatility.
5. The 1991 Crisis and Reforms
By mid-1991, high fiscal deficits, the Gulf War oil shock and the collapse of Soviet trade left India with barely USD 1 billion in reserves – enough for about two weeks of imports. The government airlifted gold to the Bank of England and the Bank of Japan as collateral, took an IMF loan, devalued the rupee in two steps in July 1991, and Finance Minister Dr. Manmohan Singh’s budget launched Liberalisation, Privatisation and Globalisation. The Rangarajan Committee (1993) laid the roadmap for a market-determined exchange rate and a sustainable CAD; in August 1994 India accepted Article VIII of the IMF Articles, making the rupee convertible on the current account. The Tarapore Committees of 1997 and 2006 recommended a phased move towards capital account convertibility, still incomplete today. FERA 1973 was replaced by FEMA 1999, which treats forex violations as civil rather than criminal offences.
6. Concepts frequently tested
Twin deficits – a large fiscal deficit spilling into a large CAD. J-curve – after devaluation the trade balance first worsens, then improves. Marshall–Lerner condition – devaluation improves the trade balance only if the sum of export and import demand elasticities exceeds one. Sustainable CAD – the RBI has generally regarded about 2.5% of GDP as the upper comfort level. Autonomous vs accommodating transactions – trade and investment flows happen for their own sake (autonomous); reserve movements are made to settle the balance (accommodating).

• கண்ணுக்குத் தெரியாதவை: (1) சேவைகள் – மென்பொருள்/IT, வணிகச் சேவைகள், சுற்றுலா, போக்குவரத்து; (2) முதன்மை வருமானம் – வட்டி, ஈவுத்தொகை, லாபம், ஊழியர் ஊதியம்; (3) இரண்டாம் நிலை வருமானம் – வெளிநாட்டுத் தொழிலாளர்கள் அனுப்பும் பணம் (remittances), அரசு மானியங்கள்.
நடப்புக் கணக்கு நிலுவை = வர்த்தக நிலுவை + நிகர கண்ணுக்குத் தெரியாதவை. இது எதிர்மறையாக இருந்தால் நடப்புக் கணக்குப் பற்றாக்குறை (CAD).
