What natural vegetation means. Natural vegetation is the plant community that grows on its own in a region without human sowing or tending, shaped over long periods by rainfall, temperature, soil, altitude and relief. Because India stretches from the equatorial fringe near the Nicobar Islands to the snowbound Karakoram, and receives anything from under 10 cm of rain in Jaisalmer to over 1,000 cm at Mawsynram, it carries almost every vegetation belt found on Earth. India is one of the world’s 17 megadiverse nations and holds four of the global biodiversity hotspots — the Himalaya, Indo-Burma, the Western Ghats and Sri Lanka, and Sundaland.
How forests are measured. The Forest Survey of India (FSI), headquartered at Dehradun and set up in 1981, assesses the country’s green wealth using satellite imagery and releases the India State of Forest Report (ISFR) every two years, a series that began in 1987. FSI defines forest cover as all land of one hectare or more with tree canopy density above 10 per cent, whatever its legal status or ownership — so orchards, plantations and bamboo groves count. Within this, very dense forest has canopy density above 70 per cent, moderately dense forest 40 to 70 per cent, and open forest 10 to 40 per cent. Scrub, with density below 10 per cent, is counted separately and is not forest cover. Tree cover refers to patches smaller than one hectare, such as trees on farm bunds and along roads.
ISFR 2023 at a glance. The 18th ISFR, released in December 2024, puts India’s forest and tree cover at 8,27,357 sq km — 25.17 per cent of the geographical area. Of this, forest cover is 7,15,343 sq km (21.76 per cent) and tree cover 1,12,014 sq km (3.41 per cent). The combined figure grew by 1,445.81 sq km over ISFR 2021. Madhya Pradesh has the largest forest area of any state, while by share of geographical area Lakshadweep leads with 91.33 per cent, followed by Mizoram at 85.34 per cent and the Andaman and Nicobar Islands at 81.62 per cent. Eight states and union territories have more than 75 per cent forest cover, almost all of them in the North-East or the islands. Mangroves stand at 4,992 sq km, roughly 0.15 per cent of the country, with the Sundarbans of West Bengal the largest single mangrove tract on Earth. Even so, the country remains well short of the National Forest Policy 1988 goal of 33 per cent in the plains and 67 per cent in the hills.
Types of forest. The standard classification is that of H.G. Champion and S.K. Seth, whose 1968 Revised Survey of the Forest Types of India grouped Indian forests into 6 major groups, 16 type groups and about 221 sub-types on the basis of temperature and moisture. For examination purposes five broad belts matter. Tropical evergreen forests need over 200 cm of rain, are dense, multi-layered and never leafless, and occupy the windward Western Ghats, the Andamans and the North-East; rosewood, mahogany and ebony are typical. Tropical deciduous or monsoon forests receive 70 to 200 cm, shed their leaves for six to eight weeks in the dry season, and form the most widespread and commercially most valuable type, yielding teak, sal, sandalwood and shisham. Tropical thorn forests and scrub appear below 70 cm in Rajasthan, Gujarat and the rain-shadow interior, where babool, kikar, khejri and cacti store water in deep roots and fleshy stems. Montane forests change with altitude — deciduous and evergreen up to about 1,500 m, temperate conifers of pine, deodar, silver fir and spruce between 1,500 and 3,000 m, and alpine meadows or bugyals above the treeline. Littoral and swamp forests, better known as mangroves, occupy tidal deltas, where the sundari, rhizophora and avicennia survive salt water through stilt roots and breathing roots called pneumatophores.
Conservation law and programmes. Forest protection rests on the Indian Forest Act 1927, which created reserved, protected and village forests; the Wildlife (Protection) Act 1972, which set up national parks and sanctuaries and its schedules of protected species; the Forest (Conservation) Act 1980, which made central clearance compulsory for diverting forest land; the Biological Diversity Act 2002; and the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006. The Forest (Conservation) Amendment Act 2023 renamed the 1980 law as the Van (Sanrakshan Evam Samvardhan) Adhiniyam, tying it explicitly to expanding tree cover to a third of the land and to India’s Net Zero 2070 commitment. Flagship species programmes include Project Tiger, launched on 1 April 1973 with nine reserves and now overseen by the National Tiger Conservation Authority created in 2006, under which India has 58 tiger reserves as of April 2026, with Madhya Pradesh holding nine — the most of any state. Project Elephant followed in 1992, and separate programmes protect the one-horned rhinoceros, the snow leopard, the gharial and the Great Indian Bustard.
Protected area network and Tamil Nadu. Beyond parks and sanctuaries, India maintains 18 biosphere reserves that follow the UNESCO Man and the Biosphere model of a strictly guarded core zone, a buffer zone allowing research, and a transition zone open to regulated human use; the Nilgiri Biosphere Reserve, notified in 1986, was the first. Wetlands are protected under the Ramsar Convention of 1971, and India now has 101 Ramsar sites. Tamil Nadu is the leading state in that list with 20 sites, among them Point Calimere, Vedanthangal, Koonthankulam and the Pallikaranai marsh. The state’s forest cover is 20.34 per cent of its area and its total green cover 24.47 per cent. Tamil Nadu has five tiger reserves — Kalakkad-Mundanthurai, Anamalai, Mudumalai, Sathyamangalam and Srivilliputhur-Megamalai — and three biosphere reserves: the Nilgiris, the Gulf of Mannar declared in 1989 and India’s first marine biosphere reserve, and Agasthyamalai declared in 2001. The Gulf of Mannar shelters dugongs, sea turtles and extensive coral reefs, making it a favourite source of TNPSC questions.
