A census is the single largest peacetime administrative exercise any country undertakes. It is not a sample survey or an estimate: every individual living within the territory on the reference date is counted, wherever they happen to be sleeping that night. In India the exercise is run by the Office of the Registrar General and Census Commissioner of India (ORGI), which functions under the Ministry of Home Affairs. The authority to conduct it flows from the Census Act, 1948 and the Census Rules, 1990, and the subject itself sits with the Union Government at Entry 69 of the Union List in the Seventh Schedule, read with Article 246 of the Constitution. A declaration of intent under Section 3 of the Act is what formally sets a census in motion.
The Indian census has a long colonial lineage. A first attempt was made in 1872 during the viceroyalty of Lord Mayo, but because different provinces counted at different times it was non-synchronous and therefore incomplete. The first properly synchronous and complete census came in 1881 under Lord Ripon, directed by W. C. Plowden. From that point the decennial rhythm held without interruption through two world wars, partition and several famines – an unbroken run from 1881 to 2011. The census due in 2021 was deferred because of the COVID-19 pandemic, producing the longest gap in roughly 150 years and making Census 2027 unusually significant.
Reading the long demographic series yields a set of turning points that examiners return to again and again. The decade ending in 1921 is the Year of the Great Divide: it is the only decade in which India’s population actually shrank, by about 0.31 per cent, under the combined blow of the 1918-19 influenza pandemic and widespread famine and epidemic mortality. Before 1921 growth was erratic and stagnant; after 1921 mortality fell steadily while fertility stayed high, and the population began climbing without reversal. The 1951 Census, the first of independent India, marks a second milestone sometimes called the Year of the Small Divide, after which growth accelerated sharply into the period of so-called population explosion between 1951 and 1981. From 1981 onwards the growth rate itself has been falling, even as absolute numbers keep rising – the phenomenon of demographic momentum.
Census 2011, the 15th census of India and the 7th since Independence, was conducted under Registrar General C. Chandramouli with the slogan ‘Our Census, Our Future’. It recorded a population of 1,21,08,54,977 – roughly 121.08 crore, or about 17.5 per cent of humanity packed into 2.4 per cent of the world’s land surface. The decadal growth rate of 17.7 per cent represented the sharpest deceleration in growth recorded in a century. Population density rose from 325 persons per square kilometre in 2001 to 382 in 2011. Bihar was the densest state at 1,106, the National Capital Territory of Delhi the densest unit overall at 11,320, and Arunachal Pradesh the sparsest at just 17 persons per square kilometre.
The sex ratio told a divided story. The overall ratio improved to 943 females per 1,000 males, the best figure since 1961, with Kerala highest at 1,084, Haryana lowest among the states at 879, and Daman and Diu lowest overall at 618. Yet the child sex ratio in the 0-6 age group fell to 919, the lowest recorded since Independence – a warning that sex-selective practices were deepening even as the adult ratio improved. Literacy reached 74.04 per cent, with a persistent gender gap: 82.14 per cent for males against 65.46 per cent for females. Kerala led at 94.00 per cent and Bihar trailed at 61.80 per cent. Uttar Pradesh remained the most populous state at 19.98 crore, Sikkim the least populous state, and Lakshadweep the least populous union territory. Urban India stood at 31.16 per cent, and for the first time the absolute addition to the urban population exceeded the addition to the rural population.
Tamil Nadu’s numbers matter directly for TNPSC. The state recorded 7,21,47,030 people – about 7.21 crore, close to 5.96 per cent of India’s total – placing it 7th among states in 2011, or 6th once undivided Andhra Pradesh is counted as two states. Decadal growth was a moderate 15.61 per cent, below the national figure. Density stood at 555 persons per square kilometre, sex ratio at a healthy 996 and child sex ratio at 943, with literacy at 80.09 per cent (86.77 male, 73.44 female). At 48.45 per cent urban, Tamil Nadu is the most urbanised of India’s large states. Within the state, Chennai was both the most populous district and by far the densest at 26,903 persons per square kilometre, while Perambalur was the least populous and the Nilgiris the least dense at 288. Kanniyakumari led on literacy at 91.75 per cent and Dharmapuri trailed at about 68.5 per cent; Thoothukudi had the best sex ratio at 1,042 and Dharmapuri the lowest at 946.
Census 2027, the 16th, breaks new ground in three ways. It is India’s first fully digital census, conducted through a mobile application with a citizen portal available in 16 languages, and it is the first to offer self-enumeration, allowing households to file their own particulars online. Phase 1, House Listing and Housing Census, ran from 1 April to 30 September 2026 and has now concluded; Phase 2, Population Enumeration, is scheduled for 9 to 28 February 2027. The reference moment for the count is 00:00 hours of 1 March 2027, with 1 October 2026 serving as the reference date for Ladakh and the snow-bound non-synchronous areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand. Most consequentially, caste will be enumerated beyond the existing Scheduled Caste and Scheduled Tribe columns for the first time since 1931. Because delimitation of Lok Sabha and Assembly constituencies under Article 82 has been frozen on 1971 figures since the 42nd Amendment and extended by the 84th Amendment until after 2026, Census 2027 becomes the data foundation for the next delimitation and, with it, for the operation of the 33 per cent reservation for women in legislatures.
